What is Happening:
Rental properties are associated with lower levels of energy efficiency than owner-occupied buildings. Motivated by the policy debate in Australia, we investigate the efficiency gains associated with different policy treatments, including:
- introduction of mandatory information disclosure
- voluntary information disclosure
- mandatory minimum energy efficiency upgrades to houses
- a requirement that landlords (owners) pay a share of the tenants’ (lessees’) energy bill (running costs).
We replicate key features of the housing rental market in the laboratory and use a posted offer market for assets, in which the owner can invest to reduce the running costs of their asset. Our rental market is characterised by forward investment, posted prices, heterogeneous goods, varying values and costs on the buyers’ and the sellers’ sides.
This seminar will discuss results of the investigation into different rental market policy scenarios.
About the speaker
Dr Veronika Nemes is a Senior Economist and Manager of the Economic Design Team at Victoria’s Department of Sustainability and Environment. She has worked on a range of policy issues including designing markets for native vegetation credits, urban water offsets and nitrogen offsets; auction design for stormwater runoff mitigation; and policy design to address waste water, climate change and energy efficiency.
Dr Nemes completed her Doctor of Philosophy in experimental economics in 2005 at the University of Melbourne, where she is currently an honorary staff member.
