The ACT Greens Attorney General and Energy spokesperson, Shane Rattenbury, is proposing new laws to create minimum standards for security, energy and water efficiency.

The Exposure draft of the Residential Tenancies Act (Minimum Standards) Amendment Bill 2011, tabled yesterday, sets out these minimum standards.

“Canberra rents are very high, due to high demand, but some people don’t get what they pay for, and are stung with huge energy bills after winter because their house is so poorly insulated,” says Mr Rattenbury.

“Landlords will be able to take advantage of government programs to assist with the cost of increasing the energy efficiency of their properties."

The Bill proposes a requirement for an energy efficiency rating of EER 2 by January 2013, and EER 3 by January 2015. While these are not high EERs, changing a house from and EER of 0 to 3 can halve an electricity bill.
