We've heard the Federal Government blaming feed-in tariffs for increasing electricity prices, but what proportion of the cost increases is due to upgrading of the electricity grid?

There was an article in the Canberra Times on 6 May in which ACT Environment Minister Simon Corbell was quoted as saying that ageing infrastructure was driving up electricity prices, not an increase in households signing up to the ACT's feed-in tariff.

Has anyone seen clear evidence one way or the other on this debate?
